AFAIK, Dolby Cinema doesn't do 3D.

nope, not only here - https://www.dolby.com/us/en/professi...ning-room.html
but also some commercial public-at-large Dolby Cinemas have been known to show movies in 3D

In terms of 3D, the most widely available presentation worldwide will likely be 3D@60fps, although there is a 3D@120 fps (2K) version to be had if you’re so blessed.

Does every UHD with Dolby Vision include HDR10? You know, for compatibility reasons. Like how every Blu-ray has a Dolby Digital option.

Yes, every UHD with Dolby Vision includes HDR10. HDR10 is mandatory on UHD disc if using HDR. The other formats are optional (DV, 10+, Philips/Technicolor).

And my confident prediction is that there will never be a commercial UHD disc with an optional layer in the moribund "Philips/Technicolor" format.

Even DVD had many discs with MPEG audio sound, in the early days (here in the UK).
