I won't pretend to know the particulars but I'd have guessed that he simply doesn't want them put back into the film, yeah. It's fine as a curio on one of Anchor Bay's legendary limited edition DVDs 20 years ago, but it's not how he wants the film to be seen going forward.

It's in the "A Cut Above" Documentary", if you have that.

Carpenter felt Halloween II wasn't working and wanted to shoot:

He was given the money to shoot these things on the condition that he also provided extra scenes for the TV version of Halloween so that it could fill a bigger timeslot and garner more advertising revenue. They add nothing but time, a weird tan for Dr Loomis, and Michael's middle name. Oh and the word "sister" on Michael's room door at Smith's Grove.

I think Tommy Wallace was pretty unhappy about the TV version. He was particularly proud of his editing credit on the theatrical version, which he freely acknowledged "Cut together like butter" thanks to the planning and design of the movie. But the TV scenes are like TV show scenes shot in panavision. Masters and cut ins to coverage. With no design or desire to start as late and get out as early as you can get away with. As editors normally try to do with that kind of material. And now this stuff was tossed in to a movie with his name in the editing credits. Like sawdust chucked in to bulk out a perfectly good cake mix.

I watched the TV version of Halloween years ago and I hated it. It was the only time I was bored while watching this film.

Anyone else noticed that Nancy Loomis (Annie) stifles a laugh in reaction to the panaglide operator almost takes a tumble in front of the three girls. Just after the "speed kills" bit. It's as he's backing up just before the camera moves over and then pans round to shoot the girls from behind.

Mono should ideally come only from the center speaker -- and it's not just for "purist" reasons, either. Running these tracks from the left/right mains or in an "all channel stereo" mode where dialogue and everything comes from all the speakers in the system -- and believe me, I have vast experience experimenting with these mixes on old DVDs -- causes very strange shifts in the soundfield...especially when running them from the left/right mains (doing so causes a noticeable "comb filtering" effect wherein the dialogue gets lost between the speakers and everything sounds really strange).

Forget about running a mono mix through all speakers of a system; it's an atrocious decision and awful way to listen to the track.

Very interesting comparison; seems like, at least in the outdoor sequences, the 4K transfer brightens up the image compared to the 35th Anniversary Blu, almost lifting a veil off of it...
