I reviewed the caps and you are correct. Grain is slightly tighter and colors are bit more saturated on the IT disc.

Not for the original film. The UK disc is marginally better.

Sony produced a 1080p disc of the Extended Cut of Black Hawk Down, sourced from the new 4K scan that the UHD disc uses, but only for a handful of territories. You can check screencaps here, near the bottom, click on "Screen [Blu-Ray]"(linking directly to the images doesn't work).

JP - AVC 31000 kbps, LPCM 5.1 4608 kbps 16-bit, extended cut, all extras minus commentaries, two included DVDs are Region 2 locked, no English subs (Region free)

Disc art only shows Region B and I'm not too familiar with how honest Sony are when reporting region coding so I'll assume it is indeed locked. The Remastered Disc seems to only be available as part of the 4K release in those selected territories, however, I did find a stand alone release for it here.
