It's referee discretion, and in all the post-game talk about that Dez no call every referee I heard talk about it said that coaches and players on the field are far more likely to get called than players on the sidelines.

Of course I get the feeling we'll be hearing "but...but...Dez" for about the next 20 years whenever the penalty is applied.
