Realistically Romo's contract ensures the team can't sign another highly-paid QB because the dead money on his contract makes it so he can't be cut or traded until following the 2017 season at the earliest. If they cut or traded him after the upcoming season they'd take almost a $32 million cap hit. If they cut or traded him after the 2016 season they'd take almost a $20 million cap hit. Cutting or trading him after the 2017 season is possible as the dead money would drop down to $8.9 million. The problem the Cowboys have is every offseason they restructure Romo's contract and push cap money into the future but eventually that money has to hit the cap.

Wilson isn't going anywhere... And even if he was, the Cowboys would have no chance to get him unless they traded Romo.

The Romo contract and future Dez contract would make it impossible to afford Wilson.

Sources tell Bleacher Report's Jason Cole that contract-year QB Russell Wilson is looking to become the highest-paid player in the NFL.
It's not a surprise. In the prime of his career, Wilson is coming off back-to-back Super Bowl appearances, as well as by far his best season. It would be more noteworthy if he was starting negotiations below the "highest-paid" threshold. Going by average-annual value, Aaron Rodgers is the league's top-paid player. His five-year, $110 million deal is worth $22 million per season.
