This is all because of Fox airing In Living Color opposite the Super Bowl as counter-programming and it was a huge success. So the NFL and/or network airing the game changed their approach to it because they didn't want to lose viewers.

I guess this means the Puppy Bowl halftime show hasn't been much of a threat then.
