Anyway, on a more esoteric technological note, in the signal format parameters of the ITU-R B.T. 2020 recommendation, there are both non-constant and constant luminance methods specified.

The back-story behind that is that constant luminance and non-constant luminance methods caused BIG debate among the engineers/scientists.

Ultimately, both were included as can be seen in the online pdf document. The actual discussion on the luminance and color difference equations took the longest time to iron out compared to that of all of the other parameters specified.
