I can see Criterion continuing to do more multi-film sets to help clear out the backlog of DVD-only titles.

The Orphic Trilogy - Been rumored, would be a 1:1 upgrade
Eisenstein Sound Films - Mosfilm restored both Ivan the Terribles and Alexander Nevsky years ago.
Carl Dreyer Faith Trilogy - No idea why this hasn't been upgraded yet, BFI put it out years ago.
Antoine Doinel - Probably coming soon, has UK and French boxes already from the new restorations.

Obviously, upgrades of Kurosawa and Ozu are probably being saved for big boxes.

They could also do more "3 Films by Luis Bunuel" sets like:

"Rene Clair Early Sound" with Under the Roofs of Paris, A nous la liberte, and Le million

"David Lean Directs and Adapts for the Screen" with upgrades of Great Expectations, Oliver Twist, and Hobson's Choice plus new-to-Criterion The Passionate Friends and Madeline

"30s Jean Renoir" with Boudu Saved from Drowning, Le bete humaine, and The Lower Depths

As far as Arrow, in the UK they've released many titles Criterion has in the US, like Time Bandits, Fear & Loathing, Naked Lunch, Thief, and on and on. There's certainly some overlap and competition for the same titles. Also see all the Kino 4K releases of the last couple years. It's not surprising that Criterion continues to evolve and seek out new small niches as well as more popular titles.

Deaf Crocodile has a Mosfilm title coming out next week, so doesn't seem like it would be difficult for Criterion if it's something already in their catalog.

Speaking of Mosfilm titles, I would love an upgrade for Ballad of a Soldier (1959). I saw it for the first time last year (via Criterion Channel) and loved it. It's a simple, yet beautiful film.

I’m surprised Kino haven’t yet released a non English-language 4K title (the spaghetti westerns don’t count). Perhaps The Sacrifice would make for a good test run on their part. Or Last Year at Marienbad.

If it’s from existing materials, maybe. Dersu got a release that way last year, I believe. But anything that requires a current restoration and interaction with Mosfilm? Really unlikely and legally chancy.

All great titles, but I wouldn't hold my breath that Criterion will ever get to a lot of them. Hopefully at least some in the foreseeable future, but if any of the previously unreleased films find their way out in solid editions from other labels, I'm there.

Wikipedia used to have a complete list of Criterion titles showing the different formats they were available on. I’ve tried various searches for it but can’t pull it up. Anyone know how to find it?
