Yep, I think it includes all MGM films pre-1986 (Poltergeist II was the cutoff). But MGM still has some older films because they still have the United Artists (UA) catalog, and various other libraries/films (Orion, Cannon, etc) they've acquired over the years.

Ministry of Fear isn't really what I would consider a film noir, and Kiss Me Deadly and the Killing were released in 2011, so it's been two years.

Whether you consider it a film noir or not, that's pretty much the category it falls into. Rififi isn't really film noir either, as per the definition. But to say they are going in a different direction just because they don't upgrade one title is a bit reaching. There are several titles with HD masters in other countries they haven't upgraded... yet.

Is it? Noir is clearly not a focus or priority. Whether that's a bad thing or not is of course an entirely separate question (to which I would likely answer no).

With regard to going in this direction or that, I think they're fairly 'directionless' these days and that's probably not all that bad a thing overall.
