Personally a rewatch is more about trying to see or notice things that I may not have the first time around because I was concentrating on other things (whether that be plot or visuals or sounds). Plot is only one aspect of the movie for me so as others have said a rewatch can bring to light other things.

and the scene I described... it just isn't there for me on repeat viewings. I don't know if this is what Scottie is saying, but I'm not a fan of single set films. They make me feel claustrophobic. I liked Rope a lot the first time I saw it, too, and a second watch took it out of my top 10 Hitch and cemented it into my bottom half Hitch.

But no, seriously, think about it for a moment...

We watch our beloved films numerous and countless times, we start to attach ourselves to certain characters, we obsess over every single detail (ie. Kubrick films), we watch again to see if we could understand the story better or re-interpret it differently, we sit back and indulge in the epic cinematography hoping to be swept away into another world, we want that high of feeling our spines tingling all over whenever we hear that epic score, etc.

Isn't this some type of psychological or behavioral condition? Not saying its an illness, but... I mean, what if it is?

Lola Montes is a good example of a film that should be seen at least once but one may not get much out of it on repeat viewings.

I've seen it 3 times. The first of which was several years ago when the restoration toured. I don't get much out of the film on repeat viewings because I don't think there's any more depth to the character than that what Ophuls' spectacle shows on the screen. I'm familiar with the story of the real life courtesan and frankly, the anecdote in 48 Laws of Power is more interesting to me. I can appreciate how immaculately the film was crafted but I've had my fill.

I've come to a similar conclusion with Frances Ha. I enjoyed it a lot the first watch then viewings 2 and 3 saw diminishing returns. I feel like I've had my fill of it for a while.

He also took part in the anthologies 10+10 and To Each His Own Cinema, the former available on HK blu, the latter on HK dvd.

Hopefully that's helpful to someone (and hopefully it all posts right from my phone).

Definitely seems like he's overdue for Criterion though.
