The number one goal* of the mainstream media is ratings and unfortunately "panic" is good, the reused footage is quite telling but it's not uncommon either, sometimes you just can't get footage and you have "outsource" it. It's quite possible the Italian footage is from somewhere else too.

One could argue that it's anecdotal, "There's no one here now, so they weren't here yesterday ...", but the news' footage clearly shows a busy period. It might just be that, a busy period that was by chance filmed by the news media.

I still think our state over-reacted a bit. 624 cases out of 2 million people? .000312, exceptionally low numbers. Granted, part of that is isolation but a lot of it is also the fact that we live in a state with few people who are generally spread out. I think they could start easing the restrictions by the end of May. Even more than the businesses losing an alarming rate of income, I'm thinking of the schools because how many kids are really learning right now? Guessing less than 10%.

I said active. There are 1,006,526 active cases worldwide as of this post. The figure you're talking about are total cases ever, which includes people that have recovered, or died. We just crossed the million active case threshold a little while ago wth the update of NY's numbers.
