It was supposed to be HDR via the Fox Sports app. Did you not have the proper equipment for HLG over HDMI?
Does AppleTV do HLG?

yes, integer factor upscaling of native 1080 (full HD) x 2 = 2160 (4K) can look pretty fine even with current traditional (non-AI) upscaling methods, e.g. - https://www.youtube.com/watch?v=bGUDHdnnp4c#t=2m27s

non-integer (fractional) scaling can be more problematic if you’re really picky as to maintaining the sharpness of the original native content

Agreed, it's strange. My Amazon Fire Stick 4K supports all HDR formats.

Two things regarding -

from there ^ “Another enhancement is dynamic metadata, which improves the way TVs render HDR by providing instructions on a frame by frame basis, as opposed to static metadata which changes only with the whole content, not down to frames. Without metadata at all, displays would just render HDR images either as over-bright, washed out SDR images, or, very dark images with little detail. Static metadata ensures that account is taken of the extra range included even when the TV is incapable of displaying that fully. In that case if say the range of the content was up to 4000 Nits but the TV was only capable of 800 Nits, then it would render pixels as realistically as possible within these limitations, but without being able to address the individual requirements of each frame. With dynamic data a given frame may be confined within a much smaller Nit range than others and this can be exploited to render it accurately without worrying about compensating for the display’s limitations.”

In retrospect, looking back I’m kind of disappointed that the BDA visual performance study groups (which preceded the Ultra HD Forum) didn’t push for dynamic metadata approach(s) as being the mandatory standard requirement from the get go for their HDR video format (BDMV) and not alternatively the static metadata option (same thing goes for the CEA back then which marched in lockstep – https://webstore.ansi.org/standards/...612015-1528168 ) given the static metadata’s (HDR10) inherent issues with TV implementations. Although, I empathize with the belief at the time that something needed to be introduced without a really long delay in order to boost physical media purchasing momentum with streaming becoming more and more popular, as traditional Blu-ray was becoming rather long in the tooth and collectors kept pressing with “When”, “Why is it taking so long”, etc. for something better.

Secondly, from the same article -
“The Ultra HD Forum has identified the sweet spot for CAE being for delivery of 2160p60 (4K) content at bit rates between 9 Mbps and 15 Mbps. This is because within this range of bit rates 4K content can be delivered at the same quality as with CBR at the recommended rate around 22 Mbps. In the case say of standard full HD at 1080p the efficiency savings are rather less because the content is at a lower resolution in the first place. Presumably then the potential for CAE would be even greater for 8K content when that starts being streamed.”
