Pretty much. I will wager that this movie won't be as bad as Thor: Ragnarok and other titles, but will likely sound lean/thin. However, if TLJ is any indication, there may be some LFE presence, and some "ok" surround activity. Kick it up another 10-15 points on the volume meter.
It could still have that hollow feeling while listening, though. That sensation of unfulfillment; much like how I recall my parents trying to describe their life with me when I was young.

I watched the BD the other night so only the DTS track but the flaws with the Thor Atmos track were also present in the DTS track so think its a safe bet the same will be true here and its certainly no repeat of Thor which just felt flat for most of it (improved towards the end), Black Panther right from the beginning has LFE presence which is a good sign but it has been mixed lower so needs turning up but once I did that I thought it sounded very good.

That's the big question. Most assume the dynamic range compression is to cater to soundbars and other non-HT sound systems. What's most frustrating, though, is they include a 7.1 DD+ track that they could compress for soundbars etc. and even make the default track, for the people who don't know about this stuff. And then have the atmos track explosive but it is not currently Disney's way :/

Some people in the past thought this is with Disney home releases but I found Black Panther cinema release suffers the exact same audio issues.

I also thought Disney is doing this intentionally with DTS-HD MA 7.1 tracks so that when UHD releases with Atmos appear, they would sound better and be an incentive to double dip but no, Disney Atmos tracks suffer also.

I have known the issue for years and traced it back to Thor: The Dark World with a low volume and dull audio mix. Until Iron Man 3, audio tracks were fine but after that, hell broke loose.

Watched this UHD Blu-ray last night. The picture quality was first rate. Very detailed, excellent shadow detail and nice colors. Considerably better than the theatrical viewing I saw, which I found slightly underwhelming picture wise.

The audio is par for the course with Disney. I had to watch about 10 dB higher than my usual listening level and even with that (full reference) it felt unbalanced. There are moments of low, low bass (usually the music, not the sound effects) and dialogue sounds fine, but the rest of the track feels anemic and flat. I was also underwhelmed by the Atmos mix, which did a decent job with surrounds but almost no sense of atmosphere or directional effects above.

How did you manage to get the UHD bluray so early?

I'll follow up that I agree with Kris here. The image is fantastic, with tons of detail, bold, vivid colors, and you can tell the CGI is 2K. The opening jungle scene was dark and murky in theaters, but looks wonderful here.

The soundtrack, however, is a bit anemic. During the car chase in Korea you have the soundtrack coming from the front Atmos channels with plenty of bass, but when there's a car wreck there seems to be almost no low-end impact. I listened at -9 or so on my Anthem 1120 and that's much louder than I usually use, and it still didn't have any impact. A couple scenes used Atmos well, but too often I was wondering if there was something wrong with my subwoofer.
