Listen, I love Veronica Mars, and the show certainly featured a heavy noir influence. But calling the film a neo-noir is a bit of a stretch.

I Walk Alone is, unfortunately, not nearly the sum of its parts, imo. I saw it at Noir City last month and I'm glad I did, but it's not one I feel the pressing need to watch again... Scott is good, and Douglas is fine, but Lancaster is oddly awkward in it, and the story doesn't really get any speed behind it until the end. But happy it's available—maybe I'll change my mind and feel the need to reeavluate one day!

I'm not sure who suggested that Wind River is a neo-noir; it's not even close. It has a murder mystery element to it, but none of the other parts of the film have even a passing resemblance to noir's major characteristics.

I think great film noir dialogue includes the voice-over narration (if the film has it).

My favorite noir for dialogue is Out of the Past (1947)

"......And then I saw her - coming out of the sun. And I knew why Whit didn't care about that 40 grand."

To me that is just about the most perfect line in all of film. In a few words, it captures the essence of noir. Our protagonist is doomed and he knows it, and goes willingly to his own destruction.

To add, I've always thought that if Miller's Crossing isn't a noir, it's dangerously close to being one. And that one is just tops for dialogue.
