The Emperor you are referring to is the Galactic Emperor, specifically the one alternatively known as Senator Palpatine, whose rightful position in the ranks would be debated by many. A non-midichlorean-endowed Emperor would be beneath the powers of a Jedi but a Sith Lord Emperor could easily overpower a run-of-the-mill Jedi.

I should have paid better attention, but I believe the magic number for being able to add titles is 10 posts? I did post more, but I now seem to be able to add titles.
