It's neither, it uses relative luminance (like conventional SDR) rather than absolute luminance as per PQ-derived HDR (HDR10 and DV) which allows the display to render the intended 'look' according to how the display is set.

Well there haven’t been that many and I’m not aware of any specific revelations on that by the content providers. Although live HDR is generally talked about in a peak 1000 nit production environment with regards to converters, I do know though as HLG proponents strive to produce single workflows and in that vein I think their latest thinking is to monitor in the truck or control room at a nominal peak luminance of 600 nits.
