Yeah, this is the rare instance where you can't really blame Goodell since it was an arbitrator that cut down his suspension. It makes the Cowboys look terrible for not only signing Hardy but also repeatedly defending him.

Either way, Goodell had the ability to institute a no nonsense policy with a lifetime ban.

Better late than never for the Cowboys to admit their mistake and cut him.

This Greg Hardy signing may be the worst ever, like the only way this can be topped is if the Patriots sign Aaron Hernandez to a one day contract so he could retire as a Patriot.

Goodell can't institute any policies....those are set by the CBA. He can deliver punishments but those are subject to appeal and the last few big ones (Rice, Hardy and Brady) were all overturned or reduced on appeal either by an arbiter or the courts.
