The reasoning for the rule is that you can't gain the advantage of the review on an illegal review request.

How, exactly, would doing the review be an advantage for the team that threw the flag? The reasoning makes no sense whatsoever, so it's an incredibly dumb rule.

Keep the penalty yardage but do the review. Get the damn play right.

I wonder if the refs just let the play go forward because they figured it would be automatically reviewed anyway. There's no way they didn't see the knee hit the ground.
