According to ESPN's Field Yates the pick the Patriots receive is a 2018 pick. They almost certainly would have gotten a 2018 compensatory pick if they lost Collins in free agency. I know the Patriots were frustrated by Collins' contract demands and his tendency to ignore his assignment and do his own thing, but in essence they just gave Collins away for nothing.

Yeah, but wouldn't NE had to have waited until free agency for the compensatory pick? Now he gets the 2018 pick immediately which he can then package with something else to gain mobility during free agency and/or the 2017 draft. Or I could be completely wrong.

From what I've heard it would still be a compensatory pick. In which case they would have to wait for the 2018 offseason when those picks are awarded. [Though, it was my impression that these picks were not trade-able.]

If the Browns resign him, then the Patriots would receive a 4th round pick.

They're 0-8 and Collins will probably bolt first chance he gets.

Hope to resign him, i guess. They could franchise him as well, which would increase their compensation if he signed with another team.

It seems like nobody is sure when the Patriots get the pick. It's officially listed as a 2018 conditional fourth round pick, but nobody knows yet what the conditions are. There's some speculation that if the Browns get a 2017 compensatory third round pick then the Patriots get that pick, but if they don't get a compensatory pick then the Patriots get a pick in 2018. Cleveland is going to get a high compensatory pick for losing Alex Mack, but it's hard to say whether it will be a third or fourth round pick.

Patriots aren't afraid to get rid of anyone it seems. No matter how talented. If you rock the boat, they move on in a flash.
