It better be 29.97Hz, otherwise we'd have missing frames in a number of scenes. I dunno why, but a few scenes -- and ONLY a few scenes -- feature pans and zooms done at roughly 30fps. Then again, it's an early digipaint show, it was fairly common at the time, but typically that would be uniform across the show.

Anyone get Sentai's release of UQ Holder? It apparently includes the OADs (OVAs) which were DVD-only in Japan, so I was wondering if they were upscales or not.

What do you mean? I've watched my BD-Boxes twice and nothing looked unnatural to me. Plenty of film grain and the colors looked very accurate compared to the cels I own.

16mm has a gritty feel to it, with thicker and more pronounced grain. I’ve seen screen caps of the JP BD and it looks fine. It’s not 100% perfect, but it captures the 16mm aesthetic well.
(If you want an extreme example of 16mm anime, Urusei Yatsura’s BDs have very little, if any, digital refinements- the non DNR stuff- providing a raw 16mm experience. I like it, but most people will hate it because there’s a LOT of grain, and some noise) |
