So I guess Cyber City Oedo 808 is an SD upscale, at least that's what people are saying on Amazon and Twitter. I thought it was supposed to be a new remaster? I swore I read somewhere it was...

Not worthy of a 9/10 score in my eyes. Some of it is source oriented, most likely, but regardless, I wasn't even looking for banding specifically, but there's a lot of it.

No collector alltheanime said it's a restored upscale not a new remaster, that is why the picture quality isn't that great

I've been watching Black Clover for the last few days via the BD and I don't really have any issues with it. There's some occasional moments with some really obvious source banding, but generally speaking it's been less of an issue in later episodes. Can't say I've noticed any issues with compression either, and I assume you're looking at lossy JPEG captures. Most episodes are encoded at 30-35mbps.

Looking to get Pet Shop of Horrors and was wondering if anyone knows what the best version is to get in terms of picture quality between the Urban Vision DVD, Sentai DVD and Sentai SDBD. Any help would be appreciated.

I've got only the Sentai Selects DVD, but it re-uses the Urban Vision masters, like it re-uses their credit rolls (which appear on only 2 of the 4 episodes, a carryover from the VHS releases I'm assuming), though it has the black screen Sentai credit roll too. Worth noting the Sentai releases are missing extras from the Urban Vision DVD.

Sorry if I'm sounding dumb, but can you explain to me what banding is? I don't seem to understand the issue with the picture quality.

"Remaster" is a very vague term. It literally just means "made a new master". It does not mean "made a new transfer from film" or anything like that. When a publisher goes to that extreme they'll usually call it by saying that specifically.

And here's some examples of banding on North American releases. It's unfortunately rather common, especially with streaming. It often can be a source issue, but if you don't know what you're doing, you can make it worse.

-Girls' Last Tour (streaming)
-Is it Wrong to Pick Up Girls in a Dungeon? (streaming)
-Kamisama Kiss 2 (streaming; the Blu-rays unfortunately have the same amount of banding as the streams which are so bad you can see banding in bright scenes)
-Serial Experiments Lain
-Shakugan no Shana (the smeariness due to the DNR and sharpening annoys me way more tbh)
-Utawarerumono: The False Faces (streaming)

If that's the case, then I'm pretty sure I saw some heaving banding from the Peacemaker Kurogane DVDs unless that's inherent to the source.

I see banding and artifacts in streaming movies/tv shows all the time when ever there's a dark scene. Annoys the shit out of me.

I'm really having trouble agreeing with this image. It feels wrong on the labels due to it using only one color channel -- red.

24-bit color is 8 bits per channel of red / green / blue. In an image like those above the "24-bit gradient" could be done in only 8-bits of color space because it's monochrome. So we get 256 levels of red to draw with. Not six, like the "8-bit image" shows.
