UV - Have they/will they charge after one year

So this might be old news, but apparently UV has t he ability to charge users to stream or purchase downloads for already existing content after one year:

"UltraViolet Rights include streaming from the selling UltraViolet Retailer, at no extra charge above the original content purchase price, for at least one year after purchase. "

Is this really going to happen/has it already happened? This just seems like a terrible idea, we already paid for the product, now to stream we'd have to pay for it again. Downloads is somewhat understandable, although with Itunes offering unlimited downloads with the icloud this seems like a bad idea as well.
