I typically buy frames called "Craigs Frames" on Amazon. They have a whole bunch of different sizes and are reasonably priced for the quality. I like the 1" black frames. They're definitely better than the stuff you find at Walmart. They're already mostly assembled and are shipped in a corrugated box. I've ordered probably 15 or so of random sizes (mostly 24x36 though) and I've never had a damage issue.

The only things you need to do is remove the film on the glass (smaller frames) or acrylic (larger frames). Plus, you need to screw in a couple loops for the wire hanging (all provided). You don't need power tools; I've screwed them in with a regular screwdriver before. For anything worth money, I recommend going to a craft store and buying some acid free backer board; for Shout Factory posters that likely aren't worth too much on the aftermarket (other than some of the litho's like the Halloween one) I probably wouldn't bother with that.

I believe most of the Shout Factor posters are 18x24.
