So what's the deal with Samsung and the absence of DV in their TVs? Is there animosity between both companies? Hence the development of HDR 10+.

It’s simply Samsung being Samsung. In the beginning it was because their TV performed poorly so they can’t be DV certified so to counter that they created HDR10+. Furthermore, they don’t want to pay that much of a licensing $$ as they were (at least at that time) the highest quantity 4K TV producer so it costs them quite a shit ton in licensing fees.

Samsung also lacks DTS in their TVs (since about 2018-2019), so any audio you play through it (e.g., to a Samsung soundbar) is limited to 2-channel stereo audio. IMO Samsung tv's lack of DV and DTS makes them unsuitable to blu ray enthusiasts for both audio and video.
