Default Why don't a lot of foreign films come with a standard DTS original language track

I can understand why studios don't want to put DTS MA original language tracks on to foreign films but they could at least put a standard DTS track on the disk or even DTS HR.

What in particular?

I know "The Girl Who...." films and some Buena Vista/Disney come to mind, but other studios like Sony always put the audio language track as lossless.

The majority of north american BD releases of foreign films have the original language track in lossless. Those that don't are the exception rather than the rule. This post confuses me.
