The program material is almost certainly 1080/50i, which effectively renders it Region B LOCKED; otherwise, BBC releases are usually region-free, so if your player could output 1080/50i material (the vast majority of North American players do not), then you could safely import it.

The short answer, however, is that the releases are essentially region-locked by way of the video standard used.
