Does anyone know what the difference is between these and the previous release?

I think the only major difference is that they're steelbooks, and the second one will have the uncut credit sequence (as opposed to the cut credit sequence used in the UK release).

That and they're no longer exclusive to Best Buy.

Do they have the same artwork and j cards?

As far I know it's the exact same product, with the same artwork and j-card. Just without the Best Buy Exclusive sticker...
