How do you get a movie put on Blu-ray ?

I had a thread here on Mister Roberts.Why this excellent classic isn't on Blu-ray I don't know.
I think Warner Brothers was the original distributor, but who would I contact to get it put on Blu-ray ?
I remember signing a list to get Grand prix on Blu-ray and it happend, but I think that was more to do with Frankenheimer's wife than anything else.
So do we contact Jane Fonda ?
