It was a reasonably popular arthouse hit though, grossing $6 million domestically and getting Clive Owen noticed in the US (he was cast in The Bourne Identity because of this one).

Owen was HEAVILY rumored to be the next James Bond after Brosnan, but Craig won out. And I for one was glad he did. Owen is ok, but he wouldn't have suited the direction the series took with Craig.

Owen was never actually considered/approached for Bond. 100% rumor confirmed by him
