Could this be a new transfer?

I mean, I see the original Bluray is Region Free.
So anyone could get it.
What's the point of releasing a region locked Bluray, if it's the exact same Bluray?

This is probably the existing region-free disc, possibly coming to complete with Fox's new Frankenstein film, and/or because of the re-release of Bram Stoker's Dracula.
