"Scorsese's producer" is kind of an overstatement.

Niels Juul was hired to revive the U.S. branch of Italian producer Cecchi Gori's company. Silence was one of the projects they had set up decades ago (before the company went kaputt), and they basically sued Martin Scorsese into finally making the movie. Covering some of the funds for The Irishman was one of one conditions of the deal, and Juul was once again credited as executive producer.
