what the heck is going on with the sunrise titles the big o and outlaw star seems like sunrise is dragging their heels.

We don't know, other than Sunrise is apparently difficult to work with, and FUNimation and Sentai are still waiting for the materials. A similar wait happened years ago with the Geneon titles FUNi got (Announced in 2010, not released until 2012), which were delayed thanks to the Geneon Universal merger happening at the time. We'll get the titles when we'll get them.

Universal should stay out of anime. They are just like Manga USA and either have no one that cares about anime in general and or just licensing stuff to try and make money.
I'm sure they are one of the reasons it is taking so long to get the second season of Railgun on BD.

They all license stuff to make money. Aside from AnimEigo, I don't think anyone does it just for fun.

I don't think anyone at FUNi care about anime. Not any longer.

NBCUniversal Japan (Who FUNi got Railgun and Railgun S from)=/=Same as Universal here. And they're basically the successor of Geneon Japan. NBCUniversal Japan is actually good with anime, usually (Glares at some bad upscales they released as Geneon Japan. Looking at you Shakugan no Shana S1 and S2).

As for what's taking so long for Railgun S BD's to come here, I've got nothing other than FUNi's deal with Universal has nothing to do with it. Show didn't stream too well? After Raildex underperformed on home video, they decided to release Railgun S DVD-only? It's still a bit of a weird situation.

(It should be noted back when FUNi got Raildex in 2010, they got only DVD rights. They weren't interested in BD rights at the time. Guess that bit them when they finally were able to get the materials and release the series.)
