That's a staple for German cheapo steelbooks. A very popular choice in France, too. It's a remnant from actual book spines where most are to be read bottom-up in France, Germany and Italy. It's not 100% persistent though and it's a source of great annoyance indeed. Unfortunately it carried over to movie packaging. While top-down blu-ray spines are getting more common in Germany (especially when it comes to Steelbooks) it's still rather inconsistent.
