That's not true. Studios can (and sometimes have to) lock a title for as long and as many versions as they like.

Can zavvi pre orders be canceled easily as long as it before release date?

cause i want this and went ahead and pre ordered but in case more info comes up saying the chances of it being region free i at least want to know it can be canceled if needed, since i dont have a region free player.

also just got a email saying less then 200 copies are left however accurate that is.

As long as it is before it ships (which is normally a week prior to the actual release date) you should be good...I never had an issue and pre-order and cancel A LOT with Zavvi.

As for their 200 remaining email...it may be legit but a lot of people think it is just a ploy to push people to get a pre-order in.

It is true
, according to the Blu-ray Disc Association it is a global requirement that has to be enforced worldwide by every company wishing to use region coding. If they produce enough titles that they never need to repress the title, it will always have region coding...but if they replicate a title after that 12 month window they MUST remove RPC.

Yes, that is the global agreement they enter into when they sign up for a 5-year Blu-ray licence. They don't have to change the packaging as far as I know, but they are violating the CPA if they don't remove region coding.

I've sent off an e-mail to the BDA to see if they'll confirm whether this is only applicable for repressings of the exact same release and whether things like adding an extra cut of the movie, unique packaging or bonus content allows this stipulation to be worked around.

I have never seen such a situation once, so everyone is violating those agreements?

This actually even would make sense, when it's trying to stop people from importing while it's still in for example Europe's cinemas. It's like removing DRM from a PC game after 24 months or so. Why bother with it after that time anymore? Still how would it work out in case the rights holder didn't grant worldwide rights to a local distributor?

And how would this even work on blu-ray.com? It's not possible to enter multiple region code possibilities for one release.

Well, that's not exactly true... they sometimes do. Rarely. Just enough that if there is one you really love you feel compelled to order it even though you know there's a ~95% chance it'll be around for ages and probably get reduced in price at some point. I'm still kicking myself over a couple I wish I'd bought before they did truly sell out.

Depending on how many steelbooks one buys it is arguably cheaper overall to have policy of never buying upon release, and just pay eBay prices for the odd one you want that does actually sell out, depending how you look at it.
