Has this been common practice @ Best Buy/ other retailers, and I just never noticed?

It depends on the state but Michigan collects tax on shipping and handling charges.

Thanks. I guess I've never noticed this practice before. Sounds as silly as charging tax on a used item that has already been taxed (double dip on the same item).
