It depends what you want to do with it, just running a desktop and non-3D programs it would run okay. Limited to 4K at 30Hz though since it only has HDMI 1.4.
If you want to play games, even at something lower like 1080p, it's not going to happen at least not very well. Streaming video, in theory it'll be fine so long as it's not protected content using HDCP 2.2 because it doesn't support it. Not sure if it supports bitstream audio but it probably does. Honestly my HTPC doesn't even use a discrete graphics card, onboard from a low end Intel Pentium CPU runs fine for me in almost everything with bitstream audio out. It even runs some HEVC content. Think it's 3 years old now. |

Newegg has a 750 1GB for 79.99, 1GB will suffice for older PC games or 4K video playback. Having the faster core will be a benefit over 710. When you suggest upgrading your PC, are you using an integrated graphics now? I think all AMD Radeon cards in 2016 (and onwards) are HDMI 2.0. As for DisplayPort 1.2 it is native 4K, DisplayPort is way beyond HDMI. But you will need an adapter for it to get HDMI 2.0. Cards that will have DisplayPort will more than likely be the higher end cards because thats the purpose of the port. |

You'd need to go to a 10xx series video card, least a 1050. If it's for video, it'll be fine. If it's for video games? That's another story. You'd need a 1070 or (recommended) a 1080 to get mid to high quality 4K at 60FPS for a lot of the current titles out there. |
