I am not very electronicaly inclined so my question is does blur ray work on a standard definition tv and will I notice a difference?

if your sdtv has component inputs yes it will work and the picture will be a little clearer and sharper but why buy a blu-ray player and no hdtv..it's just a waste of $

Depends on the tv, you will get better colors, but it also bepends on the inputs on the tv?? Best to put the money to a new tv then get a BD player.
