4K Video Ratings Lower

I've been using Blu-Ray.com as a reference for a while, and I've always been curious why the ratings for video quality with 4K seems to be always lower than the 1080p version. When I read the detailed review, it always praises the 4K as better than the blu-ray. Why is the rating lower?

The 4k rating is against other 4ks and the blu-ray rating is against other blu-rays. They're not comparing them to each other. It's just assumed all 4ks look better too.
