A number of tv-movies have not made it to DVD. I have Cat Creature which is a excellent film which starred David Hedison. Disaster on the Coastliner starrinG William Shatner, EG Marshal and Raymond Burr and Crash starring William Shatner and Eddie Albert.

The trouble with getting these released can stem from 3 issues. Does anyone care? Elements? Rights issues. For example, I believe Kino had planned on releasing some horror/tv movie titles but the elements apparently were not even good enough for DVD. What I wouldn't give to know what titles those were.

The uncut version of Prom Night III: The Last Kiss. Artisan’s ancient 2003 DVD double feature with PN 4 only had an edited-for-TV version with dubbed out swearing and brief nudity cut out. It was even sourced from video. To this day, that poor film has never gotten a digital transfer of any kind, and is completely unavailable through legal means unless you get the original VHS from Virgin Video.

One that I'm not sure about is the 1984 film The Guardian with Lou Gossett Jr. I haven't seen a DVD release of that listed anywhere.

There are others where the only DVD release looks like it's literally just a VHS rip like Penelope Sheeris' Hollywood Vice Squad.

If they haven't already been mentioned:
Pandemonium (1982)
Surf II: The End of the Trilogy (1984)

In terms of TV movies, I don't believe the Not Quite Human Trilogy or 1994 Baker Street: Sherlock Holmes Returns have been released.

The Mind's Eye (1990) is only on VHS and Laserdisc. I think Radio Shack had an exclusive extended version on VHS only.

I've been looking for more obscure flicks not officially released on DVD / Blu:

Mark of the Beast (1986)

Dance or Die (1987)

Midnight Intruders (1987)

Shallow Grave (1987)

Terror on Alcatraz (1987)

The American Scream (1989)

Girlfriend from Hell (1989)

Highway to Hell (1990)

The Arrival (1991)

The Paperboy (1994)

The Grave (1996)

Spookies

Vinegar Syndrome released a limited batch of this one on Blu over Black Friday weekend. They are all sold out now.

A limited batch of slipcovers, I saw no wording that it wouldn't get a standard release.

I saw this movie once late at night when I was a pre-teen and thought it was so funny. I doubt it'll ever be released on DVD or even digital at this point.

There was an Italian bootleg dvd copied from the VHS tape. This film needs a proper restoration and release (if possible)....

These 2 do have DVD releases in other regions, but are officially VHS-only in U.S.

The Haunting of Julia (1977)

Technically Godzilla 1985.
The Japanese version Godzilla Returns is on Blu-Ray/DVD.
Due to music stuff involving Defcon 4, the US version is not.
