Region 1 releases unless otherwise noted.
"Madman" indicates a Region 4 Australian release by Madman Entertainment, which are now out of print as they no longer hold the license.

I’m not sure how specific you’d like to be, but the Dexter’s Laboratory episode “Barbequor” is missing from Collected Experiments and the Region 1 season 1 release. It’s only available on the Madman season 1 release. Collected Experiments includes the movie “Ego Trip” though!

Cow and Chicken, Johnny Bravo, and Ed, Edd n Eddy had Region 3 releases. I’ve heard that Cow and Chicken is missing the episode “Buffalo Gals” but I don’t have any DVDs to verify.

I'm aware quite a few shows have had region 3 releases through MVD, but I'm incredibly uncertain on their legitimacy, and they're incredibly hard to come by, so I omitted them.

Definitely a good point, you're absolutely correct; I just wanted to make sure the list was somewhat concise.
On that note, I'll also mention another episode omission I know of off the top of my head:
Regular Show's season 4 release by Madman lacks the episode "That's My Television"

Johnny Test really isn’t technically a Cartoon Network series. It aired on Kids WB before it ran on Cartoon Network plus being a Canadian series that wasn’t made like Ed, Edd n Eddy, it is really more of a Teletoon series. But I suppose once Kids WB dropped the series in the U.S., it was more promoted by Cartoon Network.

But if something like that still counts then maybe could add Bakugan Battle Brawlers. Japanese Anime that aired on TV Tokyo but heavily promoted by Cartoon Network outside Japan except for Canada where it aired on Teletoon.

IGPX also counts since it is Japanese Anime that Cartoon Network created for Toonami. I know could also say the FLCL sequels but that’s Adult Swim which makes it a you could put those in but it’s the Adult Swim portion. IGPX though was back when Toonami was on the Cartoon Network portion of the channel.

Thundercats (2011) and Beware The Batman are also Cartoon Network series.

You missed one important point, the majority of the older DVD releases were cropped to 4:3 and aren't uncut as a result.

Specifically:
Ben 10 (Original series)
Ben 10: Alien Force (Season 1)
Camp Lazlo
Class of 3000
Teen Titans (even the re-release)

I expect there are even more, but they are only discovered in widescreen, when these series are added to streaming services in HD.

Ah, semantics, semantics.

I threw Johnny Test in there because I feel it's heavily associated with the CN 'brand', Warner Bros. was involved with the series, heck, the DVD boxes have the CN logo on them:


(This is also why I included Total Drama despite it also being a Canadian import - Total Drama Island's DVD set was actually released by Warner with the same CN branding as an in-house production)

Just double-checked and Bakugan also had CN branding on the DVDs. Welp, that meets my criteria! I might as well add it.

Both anime and Adult Swim are a bit outside my personal wheelhouse, to be honest. Maybe I'll go digging around and make an Adult Swim list at some point, but wouldn't be surprised if it's been covered more thoroughly elsewhere. Adult animation does seem a bit more popular.

Edited in what way?
Some are in PAL pitch but most of their more recent sets are in NTSC. They are, of course, region-locked; you'll need a region-free DVD player.

Boy, some of the additions here are really stretching what I meant by making a list of "Cartoon Network shows."

Good thinking!

When I made the list I was personally largely focusing on stuff CN made in-house, threw in a few other channel mainstays like Test and Total Drama despite them being acquired. To argue shows like that are worthy of the list but others aren't, though, would absolutely be splitting hairs.

Some more titles I came up with

Space Ghost Coast To Coast (I know Adult Swim is the one promoting it now but most of the series aired before Adult Swim even existed)

Transformers Animated Cartoon Network was on the Production Committee

The thing about Cartoon Network is that the channel itself is mostly acquired shows. And the ones that are either incomplete on DVD where it couldn’t even get through a single Season or is not on DVD or even Blu-ray at all.

Like I could name a bunch of DC Comics shows that aired 1st on Cartoon Network such as:

Batman The Brave And The Bold
Justice League
Justice League Unlimited
Justice League Action
And Krypto The Superdog just received a Complete Series Set

Still PRAYING for Dexter's Laboratory. Long, long, long overdue. That should've all come out on DVD 15+ years ago. I'll even take the godawful Chris Savino episodes if it means getting the rest of the original run and Ego Trip.
