Most of mine have already been mentioned, but I'd throw Hardcore Henry in there as a great action movie, certainly worthy of an honourable mention.

Jackie Chan has a bunch of insane stunt/martial arts action films I'd add in there.

While it's not as heavy on some of his amazing stunts, I'd include:
Rush Hour Very entertaining, great action movie IMO.

Then some of my favorite Jackie Chan action films:
Rumble in the Bronx
Drunken Master 1 and 2
Who Am I?
Super Cop
Snake in the Eagle's Shadow

Tony Jaa in The Protector is a great action film in terms of martial arts. Amazing stunts.

Jean Claude Van Damme in Hard Target was a cool action film, along with Death Warrant where he fights the Sandman in prison.
Bloodsport
Universal Soldier

Hellboy 2, I'd definitely consider a great action film. Luke Goss as Prince Nuada, was awesome as the martial arts villain.

Already listed earlier, but Rambo First Blood, great survival action film.
