Both films are more or less on par for me. Below is how I would tentatively slot Brosnan and Craig films (in the order of release within the tiers);

Tier 1: Casino Royale

Tier 2: GoldenEye, The World is Not Enough, Skyfall, and No Time to Die

Tier 3: Tomorrow Never Dies, Die Another Day, Quantum of Solace, and SPECTRE
