If anyone can tell me what exactly is this?
it is a direct competition with Blu-Ray after HD-DVD fall?

It appears to be a drive used primarily with the cameras they sell. The cameras look badass though.

4K DVDs? Riiiiiiiiiiiiiiiiiiiiiiiiight. Red ray = DVD, doubt they could get it to 4K, though.

This seems to be related to the Red One Camera, which does capture images at 4K. Seems like it would only be served as a playback device for movies in 4K, or specifically for movies shot with the Red One.

So to answer the OP's question...no, it does not appear that this would be a competitor to Blu-ray.

Some of the names are amusing like the Red Wing...nuts and the Red Rocket. But no it isnt a competition for Blu Ray it is just a company name for filming equipmet.

I'm guessing it's still a BD burner of some kind, just being called the Red Ray to keep in with the Red One camera name and so on.
