USA The ELETT221 by Element; is it any good?

I am seeing that these TVs are sold exclusively at Target stores.

While they are small at only 22 inches; they are LED monitors with 1080p at a price of only $199.99. It is tempting, but before I buy one I would like to know if someone owns one and/or has seen it in action?
