Not in the U.S. I loved this movie when I was a teen. It would be nice for this to get a blu-ray transfer. Some asian retailers might have it on blu-ray.

You should check in the Anime thread. Those cats know everything there is to know about Anime on Blu. Manga Ent (a subsidiary of Anchor Bay btw) does put anime on BD still. Though they certainly aren't as prolific as they used to be.

It's an OVA, not a film, so it's always been 4:3 native. The widescreen version that's available is a crop.

The anniversary edition DID have both the full frame version and the cropped version though, thanks to the magic of the flipper disc
