According to an article at highdefdigest (I think) nothing. It offers deep color but the formats don't. It offers lip sync but I believe all devices would require that.

For now? Nothing much. It just future proofs your system. HDMI 1.3 has bandwidth well beyond that of 1.2 allowing for deep color (10+ bit per color) and other future enhancements.

HDMI 1.3 adds real, lossless multichannel support of Dolby True-HD and DTS-HD Master Audio.

Deep Color and XV Color support are unique to HDMI 1.3. Deep Color can run at 10-bits, 12-bits or 16-bits per RGB channel.

HDMI 1.3 increases bandwidth to 10.2 Gigabits per second. This is enough to support 1080p in 24fps, 30fps and 60fps modes. It can also support WQXGA mode in large computer monitors and very high end HD displays (2560 X 1600 pixels).

HDMI 1.3 also supports a new lip sync correction system that reportedly will auto-correct any lag between audio and video between various devices connected via HDMI.

Overall, those sound like some pretty big differences over HDMI 1.1 or 1.2.
