Default Best Universal Remote Control for around 50-70$?

The thing is that the volume button on my Onkyo remote has stopped functioning properly. In fact, there was quite a bit of lag from the get-go. Now, it's gotten really bad. I need a Universal Remote Control. But seeing how all I want is a spare remote for my receiver, I won't be using all the functions of an Universal Control. So I don't need anything fancy. (I'm not getting an Onkyo replacement as I'll likely end up with the same problem.)
My budget is around 50$ to 70$. What is the best option? I'd like to control PowerDVD on my PC as well if possible. I was looking at the Logitech Harmony 300 :

What do you guys recommend? I've heard people say that the Harmony series have lag issues?
I'll just be using it for controlling the volume of my receiver and my PC. WIll I need to get an IR/RF device for my PC?
