Default VITA PS+ Account Q?

Hi all, just a quick question.

I have 2 PS3 systems activated for games.

Can I activate a third being the Vita?? ...without de-activating the 2 PS3 systems. Thanks!

Yes.

For the vast majority of gaming content on PSN (including PS+ perks) you get 2 home console PS3 activations and 2 portable device activations (PSP / Vita / and presumably VitaTV).

Do you know if I can simply deactivate all my consoles that are active on the playstation website somewhere and then manually activate on the consoles again?

My old PS3 died and it's counting as one of them and I'd like to use it on another one.

Yes. There is a DEACTIVATE ALL option. I believe the link was provided above though.

I hope they tweak their policy from 2 consoles to 2 PS3's and 2 PS4's + portables

The PS4's system is more like Steam's system, where you don't have a set limits of PS4s you can use your account on. The catch is you can only access those games if you're logged into your account (with the exception of the home console where anyone can play the games downloaded on your home console).
