Default Bumping or Creating New Threads?

What are the official rules of this forum: bumping old threads or creating new ones on the same subject? I’ve seen both frowned upon. So, some official explanation is needed, please.

Thank you. By “bumping” I refer to posting something meaningful in the old thread, and therefore brining it to the top, not just the word “bump” or similar.

Meaningful is the key word. If bumping up an old thread thats been done for or where the matter has been resolved a long time ago or lost it's timely relevance (like bumping a Paramount is going HD DVD! thread) just to paste something trivial then it's necrology

Like 6 years from now bumping a 5 year old 100 page thread about the BD of Transformers to say "my Transformers BD has a scratch"

*makes sure to write on his calender to do that one*

I agree about necroposting. On another forum that I am on, the only time I bring up an old discussion is when it needs airing out to new users to let them hash out the ideas in it. But since I mod there, I prune it down and remove the irrelevant parts of it first. Other threads that are older then a month or two that get bumped up, usually gets shot back down to the bottom of the list because they are irrelevant.
