I've been wondering... seeing some of Criterion's release announcements like Big Chill.. Does the shrinking physical media market actually mean good things for Criterion? Maybe, studios losing interest in releasing catalog material will be more likely to license things like Tootsie?

Definitely. Along with Criterion, there's also the rise of some other studios that are all capitalizing on the indecisiveness of the mothership studios to put catalog titles on blu-ray.
Criterion did have this liscenced for VHS and laserdisc in 1992, so their interest in that particular film goes back more than two decades. The latest liscence I've seen is 2013 by Sony for DVD and blu-ray. On this site, Criterion is listed as the studio attached to this blu-ray release, but no definitive release date is listed.
